Ensuring patient safety & compliance – the role of mechanical & electrical services
Mechanical & electrical services, including power, ventilation, water, heating, medical gases, fire systems and controls must be compliant and operate reliably across wards, theatres and specialist environments to ensure patient safety. Failure can interrupt treatment, increase infection risk and close clinical areas.
As mechanical and electrical engineers, we fully understand the importance of compliance and how that impacts patient safety. It is vital for us to understand HTMs, which provide technical guidance for the design, installation, operation and maintenance of healthcare engineering systems; and HBNs which describe how facilities should support clinical models, layouts and patient flows. Together, they provide the framework for safe, effective and compliant healthcare environments.
Our knowledge of the documents is exemplary. We don’t just cite the relevant HTMs and HBNs, we are able to identify which provisions apply, record justified departures and consider interactions between systems.
We add value by working collaboratively with all stakeholders, including Authorising Engineers to achieve stronger assurance. The Authorising Engineers’ independent specialist advice supports our interpretation of technical requirements and prevents compliance being considered only after design decisions have been made.
A risk-based approach must connect governance with asset information. Accurate drawings, condition data, maintenance histories and building management system trends help identify single points of failure and emerging deterioration. Planned maintenance, resilient supplies, tested contingencies, accessible isolation points, permit-to-work controls and robust commissioning evidence all contribute to safer, more dependable services.
Ultimately, good assurance depends on constructive challenge and shared judgement. Working collaboratively with the estates and finance teams, as well as the clinicians and the Authorising Engineers, we can work to the HTMs and HBNs intelligently, the Trust can prioritise investment, reduce avoidable disruption and maintain environments that protect patients, staff and services every day.
